[OPEN-ILS-GENERAL] Holds / Circulation question

A little history  -- when Evergreen was developed, we had a number of
library systems that loaned collections to their branch libraries for a set
time period. They retained ownership but allowed the items to circulate
from and reside at the branch library. After the time period was over, the
collection would either move to another branch library or return to the
owning library. Not really floating since the collection would stay for
months at a library and not change at check in. At the time, no PINES
library had a floating collection in the true sense but Evergreen needed to
accomodate a moving collection -- hence the circulating library can be set
differently from the owning library in item attributes.
