[OPEN-ILS-GENERAL] SIP2 and Kanopy

SIP2 will send 'blocked' in the AF field if the patron's card has expired.
It will also set that block for other reasons such as owing too much money
or too many overdues.  You will have to check your own system settings to
see what those thresholds are.
