New serial subscription

Hey all, I'm hoping you can help me with a quick question. I need to add a new serial to our collection. I found the Serials Module documentation<https://docs.evergreen-ils.org/docs/latest/serials/C-serials_workflow.html>, but it seems to be missing the first step. It says to "go to a serials record in the catalog, and click on Serials→Manage Subscriptions." This works to add a new subscription to an existing record, but I can't figure out how to create the bibliographic record in the first place. I tried using the Z39.50 import, but none of my searches resulted in existing records to import. I tried creating a new MARC record, but that seems to be book focused, not for serials. What am I missing?
