[Board] 2021 Conference Contract Vote

Hi,

For the record, I am registering an abstention on this vote.

The contract is overall is of the same scale to previous conferences, and I
want to acknowledge the work of the selection committee.  I do wish a lower
hotel rate for attendees had been attained.

I do have significant procedural concerns, however. While the conference is
one of the marquee things we do, it is also the largest annual expenditure
of project funds and source of financial risk, and likely will remain so
for the foreseeable future. The contract was formally presented to the
board only three days prior to a "must-sign" deadline; this tight of a
timeframe limited our ability to provide proper oversight short of making a
drastic decision to reject the contract entirely. I think it is imperative
that we put procedures in place to avoid this situation in the future.
