[Board] 2021 TEP Board Election

I think the timeline looks good, and +1 on the election email account.

As far as the overlap with outgoing/incoming board members, I'm trying to
remember--at my first meeting at the conference, the new members were
present but also the outgoing members. So there should be some overlap, I
think. Maybe just that the incoming people attend the April meeting, even
if they're not able to vote yet. (That might be what it was, now that I
think of it.)
