[Board] IRC network change

Hi,

Noting for the Board's information that today during the Evergreen
development meeting the attendees voted [1] to move the official #evergreen
IRC channel from Freenode to Libera.chat.

Background for this change includes an email [2] I sent to the general
mailing list and a poll conducted by Jeff Davis [3].

Current plans are to announce the change on 6/14 or 6/15. I will also work
with the operators of Libera to officially register the Evergreen project
with their network so that we can have an formal claim on the #evergreen
name.
