[Board] Evergreen Online Conference 2024 budget

I am on the Cataloging Working Group Organizing Committee and I don't think
we intended Terry Reece to be keynote speaker, but it was a "if we had
money" situation, we'd love for him to do a session or even better, a
pre-conference. We're just kinda assuming his fee is a bit more than a
"regular" speaker, if that makes sense.
