[Board] Recommendation from the Membership Model Investigation Subcommittee

Hi all,

I'm pleased to report that as of 10:18 this morning, The Membership Model
Investigation Subcommittee unanimously voted to recommend a membership model

to the Evergreen Project Board to provide a steady revenue stream for  the
Evergreen project.

I am also submitting a report

chair of the subcommittee that provides details behind our process and
background on the decisions we made. Please note that today's vote was just
for the model and not for my report. I did my best to reflect the
discussions of the subcommittee, but nobody has reviewed what I wrote in
advance.

At this time, the model and report are only accessible to TEP Board members
and members of the subcommittee.

I look forward to discussing the recommendation further this afternoon!
