[Eg-newdevs] z39.50 interface bug

We have the global flags cat.bib.use_id_for_tcn and
cat.maintain_control_numbers disabled in our system. I went ahead and
disabled those flags on Terran's server. I imported 2 records that have
separate record IDs and TCNs: 258 and 259. These have the correct TCN
displaying on the Z39.50 interface

Then, turned the cat.maintain_control_numbers setting back on and imported
two more records: 260 and 261. These have the Record ID displaying in the
TCN column. I have not changed the settings again so this is how it is
still set up.

The TCN column is really displaying the 001 value from the virtual record.
So maybe it should really be labeled "001 Value." I played around with the
code a little on my test box and was able to get the database ID to show up
in a new column, but could not get the "true" TCN from the database to show
up.
