[Eg-newdevs] z39.50 bug - ready for testing again

When I overlay a record so that it has the OCLC TCN, and then mark it for
overlay again, this is the message I see now on terran-master

Was there any other place I need to look? Juggling too much this morning to
recall what all we discussed.
