[Eg-oversight-board] Oversight Board Nominees

Regarding term:
I consulted a printed version of the Oversight Board Rules of Governance.  Sometime since I printed it on 1/17/12 the Rules were edited to eliminate the section outlining term that states "Each board member serves a term of two years." 

I agree that three years makes much more sense, and I think we should put that in the Rules of Governance explicitly as it seems to be evolving as a logical part of our formal structure.

And this suggests a worthy goal for the board this year as well as a 
discussion item during the conference -- getting the rules of governance 
to a complete and relatively unambiguous state.  We do have a fair 
amount of draft language and discussion to draw upon, so we're not 
starting from ground zero.

For the record, I have no particular objection to the notion of a 
three-year term for board members and a third of the board running for 
election each year, but if we want to do that, I do think we have to 
make sure that the rules of governance say so explicitly.
