[Eg-oversight-board] revised EG2013 conference budget & more

Indianapolis has been a lovely place to convene.  I hope ACRL enjoys it.  I
don't think we can change our dates now.   I suppose we could try to
advertise our dates even sooner but somehow I don't think ACRL would bother
avoiding conflicting with us.....
