[Eg-oversight-board] revised EG2013 conference budget & more

Hi Stephen,

Most unfortunate. Sadly, in the April 1 through June 30 window, there isn't a week that doesn't see event competition looking just at the US and Canada, never mind the rest of the international community.
FWIW - we did specifically check for conflicts way back in October, 2011 when we picked our dates and began negotiating with our venues; ACRL's dates were not published at that time, to my recollection.
