Hi,

While doing a bit of research on ways of conducting online elections, 
I've turned up a few options:

[1] One approach would be to simply email ballots.  A committee could 
then be tasked with counting them, with auditing by the SFC in case of a 
problem.

The downside of this option, of course, is doing it all by hand could be 
taxing.  Fortunately, we have the technology!  That leads us to the next 
option:

[2] Sugar Labs used http://selectricity.org/ to manage a recent 
licensing referendum.  Features of this service include:

- the underlying software is open source
- the user interface for voters seems simple -- you get an email with a 
link to a web page and cast your ballot.  For board elections, the 
interface allows for photos and position statements.  Voting can be both 
anonymous and verifiable.
- it allows for several types of votes, including various preference 
voting schemes.

Another open source tool to consider is LimeSurvey.
