[Eg-oversight-board] Membership tracking

Hi,

Assuming that the criteria for formal membership in the Evergreen 
Project are substantially accepted, per discussions at the previous 
Oversight Board meeting one of the questions that was raised was how to 
maintain this list, particularly if we decide to allow participation in 
board elections without requiring physical attendance at the Evergreen 
conference.

What I propose we consider is borrowing yet more of the framework that 
the Sugar Labs project has set up.  In particular, Sugar Labs maintains 
the following:

- a public membership listed in electronic format [1]
- a simple process to apply for membership [2]
- a committee that is tasked with receiving applications for membership [3]

The Sugar Labs Membership and Elections Committee is also tasked with 
reviewing the membership list annually and confirming with each member 
that they want to be listed.  One point of the structure that I think is 
worth emphasizing is that any Sugar Labs member can volunteer to serve 
on the Membership Committee.  While I think the Oversight Board would 
want to have at least one representative on the Membership Committee, 
allowing for a broad pool of volunteers for what is, ultimately, a 
noncontroversial record-keeping task 99% of the time, should help keep 
the list maintained.
