So here's what I found out: first, if you register an account at
flossmanuals.net and choose to create a new manual, you're given a
choice of three licenses: CC0, CC-BY-SA 3.0, and GPL.  Secondly, I did
some chatting on #flossmanuals -- Adam Hyde wasn't online, but Elisa
de Castro Guerra, who manages the French side, indicated that a lot of
sprints were dual-licensed.  The upshot so far is that I don't think
there would be any problem if the resulting book were CC-BY-SA (if we
get accepted).  Also, Elisa mentioned that the OpenStreetMap book
written during last year's sprint was subsequently translated into
French, so we may be able to draw on some help with a French
translation.
