[Eg-oversight-board] Evergreen community meetings

I would be interested in reviving the community meetings on IRC. I know there were some comments about doing some things slightly different than before, like not make it solely about the different EG groups giving their reports. Perhaps those reports can go in the monthly newsletter, and/or sent our before the start of the community meeting.
