[Eg-oversight-board] Code of conduct or anti-harassment policy for Evergreen events

Hi,

After some discussion with Kathy and Amy, and following the example of
ALA, Code4Lib, and numerous technical conferences, I would like to
propose that Evergreen adopt a code of conduct for events such as the
conference and hackaways.  The purpose of the code would be to
emphasize that such events are welcome to all, and to back up that
welcome with a clear procedure for redress if somebody should be
harassed.

To be clear, to my knowledge there have been no incidents of
harassment at any Evergreen conference or other event; the reason for
instituting a policy now is to be prepared in case of future incidents
and to stand in solidarity with other inclusive events and
organizations.

 I believe that it is likely that there will be an increase in the
numbers of potential keynote speakers who will require that any event
they speak at have a stated policy.
