[Eg-oversight-board] Code of conduct or anti-harassment policy for Evergreen events

I think we can easily establish a policy from existing ones.  I do have a
preference for using language that gives clear steps for conference
participants to follow if they feel the policy is being violated and not
all policies have that.  I think it needs to be more than a condemnation of
the behavior to saying how it will be addressed.
