[Eg-oversight-board] Motion: clarify election procedures

Hi,

This is a motion to amend the rules of governance to reflect the
current state of our election procedures.

The changes proposed can be found at

Specifically, they amount to:

- requiring the Board to promulgate election and nomination procedures each year
- codifying that by default, the Board will request that Conservancy
run each year's Board election using the Scottish STV voting
procedure.
- removing the outdated "Transition to General Rules of Governance and
General Elections" section
