[Eg-oversight-board] Motion: reduce size of Board to nine

Hi,

Here is a technical motion to amend the rules of governance to reduce
the size of the Evergreen Oversight Board to nine, per our earlier
decide to do so.

The rules of governance will be modified per the changes expressed at:

To wit:

- The size of the board becomes nine members
- The word "approximately one-third" is used to describe the size of
the election cohorts
- Appendix A is updated to reflect the current Board members and their
cohorts as of the end of the Evergreen Conference this year, when the
terms of the new Board members begins.
