[Eg-oversight-board] Agenda suggestion: Research if EG community can use OCLC records

I'm not evaluating in terms of the old policy, only the documents that
Yamil was referred to as that was what he was asking for comments on.  I
don't know to what degree if any those supersede past policies.  If that
old policy is in fact still in place I agree with you.
