[Eg-oversight-board] Proposal to research design practices in Evergreen

Hi all,

Adding on the what Ben said, Michelle indicated that she is very 
interested in looking at how end users can be involved in open source 
communities. She thought Evergreen would be a good project to include in 
the study because she has seen so much interaction from end users in our 
community.

Ben, the letter looks fine to me as is.
