[Eg-oversight-board] Conference Call

While I enjoy the chance to chat via the phone and I can see that it's a
useful exercise to explore our communication choices, I agree with Dan that
it doesn't allow the community to "follow along" (or even contribute) in
real time.

I prefer IRC for transparency/immediacy/community reasons but I do see the
value of a phone call or Google Hangout in the autumn.
