[Eg-oversight-board] Conference Call

Hello,
My two cents is that I would prefer that most board meetings happen on
IRC, for the same reason some have mentioned already. Though I would
be very open to conference calls a couple of times a year, if we
follow the procedure followed this last time, were an MP3 recording
and meeting minutes were easily available. Also, I would prefer that
it is explicitly labeled that anyone is free to join on the conference
call. As well as some simple guidelines like "feel free to listen, and
comments are welcome to the discretion to the meeting facilitator,"
etc.
