[Eg-oversight-board] 2015 Evergreen Oversight Board Elections: Call for Nominations + Voter Registration

Another advantage to #1 is that it makes for a slightly fairer nomination
process; e.g. nominee #3 doesn't get an extra week to prepare a statement
that responds to early-bird nominee #1's statement.
