[Eg-oversight-board] Meeting time at EG Conference

I have a strong preference for doing this earlier in the day, either over breakfast/lunch or during a session.  I do not do well in late afternoons or evenings.  I'm just one voice here, but thought I'd speak up since it makes a difference to me :-).
