[Eg-oversight-board] Draft Executive session wording redux

So, hypothetically, let's say that something happens at an Evergreen
conference and the Safety committee wants to report to the EOB in executive
session to protect the person who made the complaint as well as the person
the complaint was alleged against.  During the meeting, evidence is
provided that convinces the EOB that the transgression was severe enough to
warrant censure.  Should that vote for action not take place in executive
session?  Or should the executive session conclude and the EOB then vote on
censure in an open session?   I can see arguments both ways here.

Another hypothetical, let's say that we believed the SFC was stealing money
form the project.  We had an executive session to discuss hiring an outside
accountant/bringing legal action/filing a police report.  Should we vote on
the action we decide is best in executive session or in the open?  I would
say that it would have to be done in executive session because you wouldn't
want to give someone a heads up that you're about to audit their books - it
just gives them the opportunity to have an unfortunate "database accident".

Those are the kind of actions I imagine we would be voting on in an
executive session - ones that have massively important legal/political
ramifications.  Perhaps we can add wording that says "Actions are
permissible in executive session for specific situations that are warranted
due to legal and political ramifications.  Prior to any item being brought
for a vote during executive session, the EOB must first have majority
agreement that the item meets the criteria for action."
