[Eg-oversight-board] Draft Executive session wording redux

Okay, thanks for the input everyone!
I will add this additional wording, "Actions are permissible in executive
session for specific situations that are warranted due to legal and
political ramifications.  Prior to any item being brought for a vote during
executive session, the EOB must first have majority agreement that the item
meets the criteria for action."
And then I will send out the revision a little closer to our next meeting
so we can review with fresh eyes and vote on it in August.
