[Eg-oversight-board] Site Selection Committee 2019

After our meeting, I wanted to get the ball rolling on this.  It is never
too early to start this process.  I have been chatting with Kathy and as
far as we know, Amy and Kathy have served on the site selection committee
this past year. Yamil has in the past.  Do we have any other names?

Also, we need to think about the nature of the program and conference
before site selection is complete.  Grace had the following comments last
year.

I would like an announcement maybe go out by November 1 to solicit
proposals.  Please let me know if you have any thoughts on this.
