[Eg-oversight-board] Evergreen Project By-Laws

It should be noted that other open source communities have handled the need
for voting membership in various ways. One example is the SPI which
recognizes both individual and organizational members which allows them to
vote on board members. Their model is more restrictive than we've
traditionally had but it is _an_ approach.
