[Eg-oversight-board] Officers Elections

Since I have heard from everyone I set up voting for the new chair, vice
chair and secretary.  I sent a message out with voting and it is anonymous
for the position.

The new members (Jason, Anna and Jessica) are not voting since they don't
officially start until the conference.
