[Eg-oversight-board] EOB Elections

We need to get this going.  I can use our survey monkey account to register
users.  I noticed that OPA vote was used.  Does anyone know if that is an
account we have?

The process requires the following:


   1. Register voters
   2. Nominations
   3. Hold the vote

The following people's terms are expiring


   - Tim Spindler
   - Ruth Frasur
   - Sharon Herbert
