[Evergreen-acq] Direct charges on POs

Hi, Tiffany:

I think Acquisitions libraries at CW MARS tend to use direct charges
similarly to others who have responded. I've only been providing
Acquisitions support for 1.5 years, so I don't know if there were
complaints earlier in our Evergreen days, but in my time, I haven't had any
libraries express a desire to be able to encumber direct charges on a PO.
They don't seem to have issues with direct charges only on Invoices.

We advise against adding direct charges to POs that contain line items. If
a library is using a PO with direct charges, it is usually because it is a
blanket order, which some libraries use for standing orders or to mass
encumber funds not attached to line items.
