[Evergreen-acq] Split PO by line items

Hi Tiffany,

As far as I'm aware none of our libraries use split PO by line items.   
We couldn't come up with a use case and took it out of our  
documentation early on.

I haven't tested that feature in a long time but it used to have a pop  
up requiring you to confirm that you wanted to split the PO.  If that  
pop up's still around it will hopefully stop anyone who accidentally  
clicks it.
