[Evergreen-acq] Problem when activating a PO with a line not linked to the catalog in 3.1.13

Glad I'm not alone but discouraged hear it's still up ahead of us. Do you
know if a ticket has been filed? I searched Launchpad with the acq tag, but
didn't find it.
