[Evergreen-acq] Deactivating EDI accounts

I agree, I don't think it should still fetch invoices after it's been
de-activated. If a library is still expecting to get invoices it's
not an inactive account yet and if a vendor sends unexpected invoices
to an inactive account we don't want them coming into the system.
Maybe the recommended workflow for de-activating an EDI account should
include staff manually checking the FTP folder for invoices a month or
two later to see if anything unexpected is in the folder.
