[Evergreen-acq] Library setting rewording

Hi everyone,

I just opened this bug: https://bugs.launchpad.net/evergreen/+bug/1982031

If anyone else agrees with rewording this library setting, do you have any
other suggestions? I think that should be an easy patch, so I could
probably scoot it in before bug squashing next week if there's a consensus
on what it should change to. (Assuming others think it would be useful to
be changed. This could just be a me-problem, which is fair.)
