[Evergreen-acq] ACQ Fiscal Year bug reports and 3.10 issue

Hi Lindsay,

For the new one in 3.10, are you seeing that same bug when you're using a
production dataset? The Concerto dataset doesn't have anything in the
acq.fiscal_year table, so it just defaults to the current calendar year. If
you insert some rows into acq.fiscal_year, they show up for me in the
dropdown.
