[Evergreen-acq] ACQ Fiscal Year bug reports and 3.10 issue

Hi Tiffany,

We found this issue in production, when our catalogers attempted to upload
MARC records and got the error that the fund, year = 2022, does not exist.
All I see in the MARC uploader is the current year (2023). Our Evergreen is
hosted, so I don't have access to direct database edits; and there does not
appear to be any client interface for creating fiscal year entries, unless
I am missing something. We've been using ACQ for the past few years with no
established fiscal years so this was particularly unexpected.
