[Evergreen-acq] ACQ Fiscal Year bug reports and 3.10 issue

Thanks, that helps! I went digging, and found that it looks like the Dojo
interface is just culling a list of years based on the funds that are
accessible to the logged-in user. And it looks like the "year" field on
acq.fund is just text, basically--it doesn't tie into acq.fiscal_year at
all. I don't really get the point of acq.fiscal_year, if that's the case...?

In any event, I can now confirm your bug! I'm going to open a follow up
one; IMO, funds should have to link to an entry in acq.fiscal_year.
Otherwise I'm not sure what purpose it would serve. There is a bug that
fiscal years need to have an interface--
