[Evergreen-acq] Anyone using 3.13?

I've been testing in 3.13 and 3.14 and am getting the same results.

I ran into the problem on our server and and recreated it on
demo.evergreencatalog.com (3.13.4) and https://terran-main.gapines.org/
(3.14 in test)

When I try to cancel on a PO, whether at the copy level, the line item
level, or the PO itself, if I choose a cancellation type that doesn't keep
the debits, such as Canceled by Vendor, the cancellation fails and the
console shows an error message.

Has anyone else had a problem with canceling in 3.13?

I intend to ask about this at tomorrow's meeting.
