[Evergreen-acq] Help with an invoice issue

This has also been affecting use since we moved to 3.7 in 2021. Here is
what I wrote to my libraries then:



*Based on reports so far, this seems to affect only closed invoices. The
issue is also just with the display. Copy and line item counts, amounts,
etc are all recorded correctly in the database. You should be able to keep
the invoices closed and still have your funds updated properly. Refreshing
the page will sometimes allow the line items to reappear. Other items,
however, may disappear.*


I believe this is fixed in the new angular Invoice interface that was
introduced in 3.13
