[Evergreen-catalogers] OCLC Control Number expansion

OCLC expects their control numbers to reach 1 billion sometime this year.
When that happens, in addition to increasing the digits, the prefix will be
"on" rather than "ocm" or "ocn". More information is available at

The test files on the above page are the same three test records in .bin
file and a MARC file. Either one can be used to import into Evergreen.

I imported the files to the PINES test server running 2.11.1 this morning
and everything functioned as expected. I was unable to test using our
normal Z39.50 import, of course, but, I don't expect issues there either.

Passing along in case others want to load one of the test files as well.
Keep in mind that there are no standard numbers, 260s or 300s in the
records. I created a specific match set for the test with just the 245 |a
as a match point so that I could test how matching and full overlay works.

Look like, as things stand now with 2.11.1, at least, the control number
expansion shouldn't present a problem.
