[Evergreen-catalogers] Web Client -- marking library for vol transfer

In web client 2.12, I have not been able to find how to display a library
with no volumes/items attached so that I can mark it for volume transfer.

I am in holdings view with show empty volumes checked and show holdings at
or below the specific library  and get the message "no items to display."
Same with at or below the library system. I've changed the view to at or
below PINES and only see the libraries with vols/items attached.

Am I missing something? Is this only available in 3.0, and I missed the
notice? Or is it a bug (I did not find one in launchpad)?
