Yes, you're right. I noticed this issue a few weeks ago. Not only is it
a problem for transferring volumes/items, but also when adding a volume
from the holdings view interface since your library will not display
here if you don't have holdings. I know the owning library can now be
adjusted in the volume/copy editor, but it would be nice if the library
displayed in the holdings view as well for this purpose.
I had intended to file a bug, but I think I got sidetracked by other
things. If you file one, I'll be happy to confirm it.
