[Evergreen-catalogers] Hotkeys in the web client

They work, but there is one problem that has not been resolved. If you 
are in an interface with an iframe, the hotkeys won't work. This 
includes the public catalog interfaces and any of the old Dojo 
interfaces that were ported over. Those Dojo interfaces will eventually 
be converted, which will fix the problem there. It would be nice to have 
a solution for the use of hotkeys while using the staff catalog at some 
point.
