[Evergreen-catalogers] Hotkeys in the web client

I see one major problem with the keys not working on those interfaces,
particularly F5. That is the shortcut key for Item Status and one used
frequently by both circ and cataloging staff.  I think it will be
frustrating if it goes to Item Status sometimes and other times just
reloads the page.

I
​ also think it would be a good addition to have the shortcut keys added to
the drop-down menus for File, Search, Circulation, and Cataloging​. It's a
helpful reminder that shortcut keys exist.
