[Evergreen-catalogers] Template Editing Issues

We are on 3.1.4 and experiencing template issues, too.

The templates created on the web client seems randomly containing some  
fields without being chosen on the editor. I can't figure out a  
pattern. The weirdest field I see is stat cat entry field with id -1.  
Applying a template containing such a field never succeeds. During my  
testing I tried for about a dozen times. I got one template with this  
weird field. All were created from scratch on the copy editor accessed  
via the Local Admin menu. I found every template has this in the file  
exported by one library.
