[Evergreen-catalogers] Tabular Release Note Summaries

I really like this format, Jennifer! I think this is a great idea.
Re: having it a web format--what about as a Google spreadsheet? You could
lock it down to View Only or Comment Only and have it linked from the
Cataloging Working Group wiki page. You could have each release as its own
tab, so that it's all in one document together for ease of access (and
maintenance!), but still separates out the major releases.
But then, I have a known bias--I love spreadsheets--so take that suggestion
with a grain of salt. :)
